Agreement of York Youth Justice
Service Plan
Subject of the
report:
1. This report presents for consideration and approval by Council the Youth Justice Service Plan 2024/2025.
2.Local authorities have a statutory duty to submit an annual youth justice plan relating to their provision of youth justice services. The Local Authority are required to formulate and implement a plan that outlines how youth justice services are provided and funded, how they will operate, and functions undertaken. The Youth Justice Board provide details guidance of how the plans must look.
Benefits and Challenges
3. Approval of the Youth Justice Plan enables the Youth Justice Service to meet the requirements of the Youth Justice Board.
4. The plan is a requirement of the Youth Justice Board annual grant to the service.
5. The Youth Justice Service cannot foresee any specific challenges
Policy Basis for Decision
6. The plan is set out in a format that ensures compliance with the Council Plan, strategies and executive policies as highlighted in Section 1 – City of York Council Vision. When considering the administrations manifesto pledges, it considers affordability as all financial implications are included in Section 15 Appendix 2. Section 11 highlights equalities and human rights and health is a strand that runs throughout the plan.
Recommendation and Reasons
7. That Full Council approves the York Youth Justice Plan.
8. The reason for the recommendation is to ensure the Council fulfils its statutory duty to submit an annual Youth Justice Plan.
Background
9. The report has been agreed before Executive and has been brought to the meeting today for agreement and to sign off the Youth Justice Plan. The Youth Justice Board request a plan from all Youth Justice Services on an annual basis. The plan has previously been signed off at YJS Management Board level, who have had sight of the content, and it has been amended at their request. The Management Board agree that the plan is fit for purpose and represents the work of the Youth Justice Service, who are accountable to the Management Board.
Consultation Analysis
10. The Youth Justice Service plan has been before the Youth Justice Service Management Board and members of the board have given input to the plan. The Youth Justice Service Management Board have agreed the plan, which was supported by the Executive Board.
Options Analysis and
Evidential Basis
11. The Youth Justice Plan may be signed off by members, or amendments made if requested.
12. Not approve the Youth Justice Service plan. This option is not recommended
Organisational
Impact and Implications
13. There are no known organisational implications associated with agreement of the Youth Justice Service plan. There is an organisation implication if the plan is not agreed as this links to funding of the service.
Risks and
Mitigations
14. The Youth Justice Service plan is created on an annual basis and there is limited risk involved.
Wards Impacted
15. The Youth Justice Service works across all wards in the city and the Youth Justice Plan is relevant to all.
